START, SHUTDOWN, WAIT 1 1/2 MINUTES FOR SHUTDOWN BOX TO APPEAR. NO BOX SO DO - CTRL/ALT/DEL AND SHUT DOWN FROM THERE. WAIT ANOTHER 3 1/2 MINS BEFORE XP SHUTS DOWN.
I was able to fix them by making sure all files including system files are visible, deleting a folder called Recycler on each drive in the system and then rebooting. The Recycler folders come right back but the wait for the shutdown box and the long wait for the final shutdown or restart is over. Then simply set your file visibility back like it was.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\ WaitToKillServiceTimeout from 20000 to 500 and my machines shut down time went to 20 secs.
