Some times a power surge or interruption will cause settings to be lost. Also, an improper shut down e.g. using the power button on the computer can cause settings to be lost. But when settings are lost time and again when the system is properly shut down, it usually means it is time to change the CMOS Batt.

Time for a new battery.

I agree - it sounds like it's time for a new battery.
The only other thing that could be causing it is if you dual-boot to Linux. Linux and MS handle time zone settings differently so if you find that you're an hour out it's probably just the different OS changing the clock back and forward but if you loose the date and the time or just seem to be loosing a random ammount of time then it's almost certainly the battery.

I've never noticed any time issues due to focing a shutdown or even due to pulling the plug on a "stuck" PC
