I ran into the same issue a few years ago. I solved it by booting into SAFE mode to do the restore.
Restart the system and, after the BIOS screen displays, hold down the F5 key during the time you would normally see the Windows splash screen. It's sometimes hard to get the timing right, so you may need to do this more than just one. When it boots into SAFE mode, you will see a popup asking what to do next. You can go into System Restore and choose to restore to a previously saved restore point.
I frequently had the same problem. I believe it is caused by drive cleaners erasing the backup registries. I began using ERUNT to backup my registry, and found it never failed. ERUNT won't help if you have to restore from bootup though, unless you can boot into safe mode, so you may want to check out the drive cleaner possibility.
It could be a Malware attack as this happened with me insomuch that they disabled Windows Automatic Updates. Go to www.malwarebytes.org and download their free utility. The first time you run it it'll bring in the latest database. It found 19 infections on my pc and restored the auto updates immediately. Good Luck!
Could it be that you are restoring a restore point that is not different from the system's current state and that therefore Windows sees no changes to be made and says "Nuts, nothing to do, no restore!"?
I was having the same problem until I did a system restore in 'safe mode' and it worked, so you could try that first. The only thing I could put it down to was my security 'norton' had something to do with it, I replaced it with avast and have had no problems since when using system restore.

I had the same problem, it turned out my PC was infected with a Back Door Virus that would allow my PC to do some tasks, but not others. My virus protection, "Norton", could not detect the bug, I ended up reformatting my PC to get rid of it. I now back up everything I put into my PC on flash drives. It was a malware virus aimed at Microsoft.

I will be very interested to see if anyone has an answer to this problem. I have the same problem on three computers, it started after SP2 install. I have gone through all the Windows help forums with no luck. There are lots of help suggestions out there but none have worked for me.Good Luck.
I had this same problem shortly after SP2 was released. I also noticed it on 2 different computers shortly after doing the SP2 install. SP2 install instructions recommended updating all drivers and BIOS versions BEFORE installing SP2. I updated all drivers, brought the BIOS up to the latest revision, reinstalled the system, and then did the SP2 install. The problem was gone. I haven't been plagued with it since. There may be other reasons for this problem, but this one should be considered too. I believe that MSFT has this problem noted on their web-site, that's how I learned about it.
Your Zone Alarm Firewall could be conflicting with your Anti Virus Avira. I'm running Avira Premium,which has its own Firewall,have never had any problems with Vista Ultimate.Try unistalling your firewall and use Windows Firewall to restore or use a Anti Virus program with its own firewall. I used Zone Alarm and Stop Sign but had serious problems with Syware and Malware in their software. This could also be causing your Restore Point problem.I also run Malwarebytes as a second option when looking for unwanted programs on my PC

I really have no answer, because I've always had the same identical problem with windows system restore everytime I tried using it. The only restore program that has worked for me is Norton Ghost. Good luck finding a solution. You're not alone!
One of the most common problems is insufficient drive space. A minimum of
200MB on the drive the service is running is required for System Restore to
properly operate. Once you free up the required space, which you can do by
using the Disk Cleanup tool or by manually deleting needless files,
folders, or programs from the drive, System Restore should function again.
Insufficient drive space can cause a second, more serious problem with
System Restore. When drive space reaches 50MB on the drive that the service
is running, System Restore will be suspended across the entire system,
meaning that no Restore Points will be created from there on out. So even
when you free 200MB to allow the System Restore service to engage, there
may be missing restore points due to the service shutting down.
If that doesn't work you can also run System Restore from a command prompt.
In the same way you booted into Safe Mode, access the Windows Advanced
Options Menu and choose the third option: Safe Mode with Command Prompt.
With this option, instead of offering immediate System Restore, a command
line interface window opens. At the command prompt, type %systemroot%
\system32\restore\rstrui.exe to manually launch System Restore.

I have had similar issues in trying to restore certain points from withing Windows, with the same message that 'No changes were made.. try a different restore point..etc'
I don't quite know what the cause could be .. perhaps it cannot overwrite a file that is still open or similar. But I did have success with the same restore points being completely restored by running System Restore in Windows 'SAFE MODE'. Then it seems to take.
There were some instances, however, where even in Safe Mode, I had to switch to a different restore date point to be successful.
I am anxious to find out the cause myself, if someone has found it. Thanks.
I too have had this problem for quite a while. Although I can't figure out why it started or how to fix it, I have managed to use system restore successfully by booting into safe mode. I also use Windows XP with Zone Alarm's Security Suite.
