Norton Antivirus 2003 / Internet Security 2003 is installed and automatically runs on startup.
I've noticed that even with the PC sitting "idle" and no applications running (confirmed by Task Manager) the navapsvc process consumes a minimum of 22% CPU. This seems excessive for the hardware specification that I have, but of course being what it is I don't want to disable this service.
Interestingly though - as reported in other threads that I've trawled on this subject - I have a manual workaround; if I kill the process via Task Manager and then manually restart it by Right Mouse Button option from the icon in the System Tray, it then only "consumes" 0% CPU apart from when it really, genuinely, has some work to do.
I have spent hours and hours trying to stop this happening, playing with all manner of things on my PC, reading the aforementioned countless web threads, and trying all manner of recommended "solutions" but haven't found the answer.
With Norton AV being such a long established software tool I find this hard to believe; the answer, and the cure (not "don't use Norton bloatware", I hope) must be out there somewhere, and I hope that a reader of this forum may know the answer.
For information, the same software installed on the other PCs (ok, laptops to be precise) on the home network don't exhibit this behaviour, and whilst all running XP Pro SP2 (not XP MCE SP2 like the machine with the problem) they have a lower hardware spec.

Symantec has the article about it and possible solution:
1. Download the latest NAV program update.
2. Ensure that the performance options for the operating system are set to "Applications" or "Programs" rather then "Background services."
3. Unregister and then register the Auto-Protect service.

Note that the article is applicable to 2002 edition of NAV but it should be OK to try in your edition to see if it will do some help.

Thank you Donna, but no joy. Forgive me for not listing all the techniques I have tried, but this was the first as my first port of call was to go to Norton's website.
None the less, I just tried it again, but still have the problem; My PC performance options were by default already set to "process", thus implying that they were when Norton AV was installed, too.
The second of the two "Run" commands causes the PC to hang if navapsvc is not disabled manually before the first of the two "Run" commands is performed, but having twigged this, I got both commands to run cleanly followed by a tidy shutdown and restart.
Task Manager shows navapsvc to still consume a minimum of 22%, and my kill process / manually restart trick still has the effect of reducing this to zero.
Having done this, and bearing in mind what I wrote about a hung PC, I performed the suggested solution yet again (third time in total, second time today) to be absolutely sure of doing it tidily on a PC that was also started tidily from a tidy shutdown, if you see what I mean.
The problem remains.

Having read a thread that hinted at Adobe Photoshop Downloader, I took a chance and did the following:
1) Disabled this option in Photoshop
2) Opened my copy of the RegSupreme registry editing tool and removed Adobe Photoshop Downloader from the registry list of startup items.
Shut down PC and rebooted.
Problem solved.
Shut down PC and rebooted once more just to pinch myself and be sure; yes, problem solved! ![]()
and thanks for sharing to us what is the caused for norton service to have 22% CPU usage though you are idling.
