How to disable safari pop-ups

How can I allow pop-ups for 50 Mac OSX machines. I rolled out 50 machines and found out that pop-ups must be allowed. Safari comes default with pop-up disabled.

Under the File or Edit window, can't remember which and I'm not at a Mac right now, you will see the option "Block Popups"
It is currently checked, uncheck it

I just check a Mac and that option is under the Safari Menu, right next to the Apple
