There is no free upgrade from XP that I am aware of, however you can upgrade to Windows 7 by purchasing the software as a download or on dvd. To learn more about the upgrade, and if you PC is compatible check out this resouce: http://windows.microsoft.com/en-us/windows7/help/upgrading-from-windows-xp-to-windows-7.
